No PCT Lockout

Due to the issues requiring the PCT process to be put on hold during September, we will not be pulling PCT data for USAS this month.

Instead, on October 11^th, we will be pulling PCT postings for September 1^st through October 10^th.At the end of October, we will pull PCT postings for October 11^th through the 31^st to send to USA.  With this change, there is no lockout for September.
