The Annual inventory process has put pressure on the FAMIS fixed asset module and exposed a performance weakness that is locking the FAMIS fixed asset table and causing some users to have their sessions timeout. The weakness is related to the new technology platform. A change is being deployed tonight that is expected to improved the situation

Core Concept: Memo Banks

In FAMIS, memo banks are used to represent physical bank accounts held at financial institutions and balances in state appropriations held in the State treasury. A one-to-one relationship can exist between actual accounts or one-to-many memo banks to a single physical account. Balances in memo bank accounts are reconciled with the physical bank accounts by member fiscal offices.

FAMIS Screen 28 is used to create / maintain memo banks. Format for all memo bank accounts is B-F####, where the F in the structure indicates whether this is a memo bank for a local bank account or for funds held in the state treasury. FAMIS programming recognizes the type of funds based on this digit in a memo bank and processes payments on these memo banks accordingly.

Format for State Memo Bank Accounts

B-FYXXX

  • B: Indicates this is a memo bank.
  • F: For state banks, this is never 0, but the value should correlate with the fund at the state.
    • 1: Would be State Fund 0001
    • 2: Would be State Fund 0263
    • 7: Would be State Fund 0047
  • Y: The last digit of the fiscal year for state funds
  • XXX: Defined by the user. For sight recognition, this could be a part of the appropriation number.

Examples:

  • B-13757: State Fund 0001, Fiscal Year 2023, Appropriation 10757
  • B-13002: State Fund 0001, Fiscal Year 2023, Appropriation 95002
  • B-23757: State Fund 0263, Fiscal Year 2023, Appropriation 10757

Format for Local Memo Bank Accounts

B-FXXXX

  • B: Indicates this is a memo bank.
  • F: For local banks, this is always 0.
  • XXXX: Defined by the user. For sight recognition, this could be a part of the bank account number

Example:

  • B-05839: Local memo bank linked to bank account xxx-xxx-5839

Both state and local memo banks are created / maintained on FAMIS Screen 28. Local bank information is on the left side, and state appropriation information is on the right side. Because this screen contains actual banking routing and account numbers, both update and inquiry access should be limited only to users that need this information.
