As explained in the Certification Documents help document, a certification will be created for a given employee (by UIN), position (BPP PIN), and administrative location (BPP Adloc) when:
- At least some time must be certified according to FAMIS account rules
- At least some time has NOT already been certified in TimeTraq
In addition, note that Time & Effort creates SEPARATE certification documents for each pay unit type – think Monthly or Bi-weekly, according to the rule above.
With that in mind, consider the following payroll detail information in FAMIS:
Looking at the screen, it seems that the T&E cert. doc for Spring 2014 should contain records for over $5000; however, the document only included the $300 of pay on account 403300.
Why? It’s important to realize that only account 403300 requires certification, none of the others so. Normally, this would not matter – all of the pay would be shown on the employee’s cert. doc. But that did not happen.
An important clue is off-screen in FAMIS, so scroll right:
Notice that the Cyl values are different – this is a hint that there may be different pay unit types associated with the employee’s pay for the period.
When coupled with the fact that T&E does not create a cert. doc for a unit type unless some of the pay involved requires certification, this explains why no cert. doc was created for the employee’s pay on account 224853.
