Example:
An RE may have a part-time employee (scheduled for less than 4 ½ months) who was marked as TRS eligible last fiscal year because they exceeded the hours worked threshold. In the new fiscal year the employee is scheduled to work less than the TRS minimum, hence an ED40 record is not created for the new fiscal year.
A contribution will be deducted for the work period of August in the prior fiscal year. However, since the employee was actually paid in September (next fiscal year) for the work done in August, the employee does not have a current ED40 record in the new fiscal year.
Workaround / Resolution provided by TRS
The following response was provided by TRS.
A few things to consider. If the above employee is still employed at the institution, albeit in a non TRS-eligible position, an ED40 still needs to be reported for the new fiscal year. In this case, TRS will need to do an override on the RP record to allow eligible compensation/contribution to be reported even though the TRS membership eligibility flag is N. If an employee changes TRS eligibility mid-year, especially from eligible to non-eligible, there should have already been an ED40 reported for the fiscal year. In that case, an ED45 is needed to end that eligible position and a new ED40 would be submitted going forward for the non-eligible position.
