Effort assigned hourly payroll to a certification period using the Period Date field, normally the Pay Date value. This caused payroll detail records to appear in later certification periods than desired. For this release, the Time &amp; Effort Central Administrators (TECA) committee requested that the rule be changed to use the Pay Period End Date instead of Period Date, starting with the Spring 2022 certification period.<\/p>\n<p>A key consideration of this change was that the January 7th, 2022 payroll run in Workday had already been loaded into Time &amp; Effort using the old Period Date rule. Therefore, the 1\/7\/2022 date was used as the the transition point between the old and new rules. Specifically:<\/p>\n<ul>\n<li>Hourly payroll with a Period Date &lt;= 1\/7\/2022 will use the old rule, meaning:\n<ul>\n<li>Records with Period Date &lt; 1\/1\/2022 will be assigned to the Fall 2021 certification period<\/li>\n<li>Records with Period Date &gt;= 1\/1\/2022 (and &lt;= 1\/7\/2022) will be assigned to the Spring 2022 period<\/li>\n<\/ul>\n<\/li>\n<li>Hourly payroll with a Period Date &gt; 1\/7\/2022 will use the new Pay Period End Date rule<\/li>\n<\/ul>\n<p>This can be confusing when Workday retroactive payroll changes are made and the Pay Period and Period Date values diverge from the normal pattern. In these instances, please consider the rule above carefully when analyzing certification documents and their contents.<\/p>\n<p><strong>Historical Period Freezing<\/strong><br \/>\nPrior to this release, Time &amp; Effort would look at all certification documents as far back as the Fall 2022 certification period when processing changes to FAMIS accounts. Over time, however, Time &amp; Effort has experienced issues with FAMIS accounts being re-purposed years after being used for work requiring effort certification, the result of which has been the unexpected re-opening of very old certification documents.<\/p>\n<p>For this release, Time &amp; Effort implemented a new rule and will only consider the current fiscal year and the 3 FYs prior when processing account changes. and should not create a separate document. \u00a0Additionally, at times a different adloc is used on a payroll correction &#8211; simply by mistake.<\/p>\n<p><em><strong>The time and effort application will now link payroll activity to a document if it matches the PIN and UIN of an existing document.<\/strong><\/em><\/p>\n<p>This change went into effect beginning in January 2013. \u00a0The intent of this change was to keep additional documents from being created for the same person in the same position for the same time period. \u00a0For new certification periods, the change should be rarely noticed by an employee or supervisor.<\/p>\n<h2>Impact on documents from prior periods<\/h2>\n<p>However, one of the unintended consequences of this changes was that payroll detail that was previously unconnected to any document is now being joined to existing documents. \u00a0This can occur under the following conditions:<\/p>\n<ul>\n<li>The payroll activity was for the same person and PIN as an existing document.<\/li>\n<li>The payroll activity was coded under a different adloc than the original adloc of the document.<\/li>\n<li>The payroll activity was on an account or project that did not require certification.<\/li>\n<\/ul>\n<p>Under the new business rules, this payroll is now connected to existing documents. \u00a0It <strong><em>does not change the amounts by account on<\/em><\/strong> the existing document but it may:<\/p>\n<ul>\n<li>Add new accounts to the document<\/li>\n<li>Change the overall FTE our hourly units of the document<\/li>\n<li>Change the percentages on the document<\/li>\n<li><em><strong>And it will put the document in a &#8220;re-certification required&#8221; status<\/strong><\/em><\/li>\n<\/ul>\n<p>Since these changes are critical to the overall time and effort purpose and intent, it is recommended that these documents be re-certified. \u00a0We apologize for the late notice on change, but do think this is the best course of action.<\/p>\n<p>Note: this change has cause new payroll detail to appear on old certification documents. \u00a0We recommend that these documents be re-certified.<\/p>\n<h2>Other Major Feature Enhancements<\/h2>\n<ul>\n<li>Mandatory Training. \u00a0Training will now be assigned via TrainTraq to all employees who have a role in the Time and Effort application. \u00a0Employees will not be allowed to enter the Time and Effort Application if they have an Pending TrainTraq assignment for Time and Effort Training.<\/li>\n<li>One time merit object codes are now excluded from certification documents.\u00a0 See this link:\u00a0 <a href=\"\/timeandeffort\/tamus-payroll-included-in-institutional-base-pay\/\">tamus-payroll-included-for-base-pay\/<\/a><\/li>\n<li>Document upload \u2013 Ability to upload and attach PDF files to effort documents. \u00a0This can be used for notes and supporting documentation.<\/li>\n<li>PI Eligible Flag can now be edited in Time and Effort by Central Administrators.<\/li>\n<li>PDF copy of document kept when documents are certified. \u00a0This may be helpful if case documents are later re-certified.<\/li>\n<li>Pending Administrative Verification Release. \u00a0Central administrators can release all documents from pending verification with a single click &#8211; for a single adloc.<\/li>\n<li>Negative Effort Reports &#8211; Report added to Department Administrator Report List<\/li>\n<li>Comments Section added to Action Log. \u00a0Employees or administrators can now add comments at any time to Certification documents.<\/li>\n<li>Documents placed in a \u201cHold\u201d status will either reopen or go to pending administrative review status based upon the adloc preference when a new payroll detail record is attached to the document.<\/li>\n<li>TimeTraq: The colors for the Approval and Certification buttons have been changed to better differentiate between the two options.<\/li>\n<li>Pie Chart \u2013 Visual Enhancement. \u00a0Documents now contain a pie chart that shows their effort by account\/project.<\/li>\n<li>For Departmental and Central Administrator &#8211; state and can be viewed from the Inbox of via the Find Documents<\/li>\n<li>The term Self-Certify was introduced as the mechanism for Time and Effort users to certify their own documents.\u00a0 The PI Eligible Flag can still be viewed in Time and Effort, but can be updated via BPP Screens.<\/li>\n<li>Under Find Documents to filter certification documents that have Confirmation\/Non-confirmation status (if this has been enabled by your Workstation\/Adloc)<\/li>\n<li>Confirmation screens now have a &#8220;Disagree&#8221; button, which will allow user (who Confirms) to &#8220;reject&#8221; the document<\/li>\n<li>Added Total Dollars of compensation on the Document screen.\u00a0 This should help with Self-Certification users since they know their base-pay amounts<\/li>\n<li>Added FTE Units on the Document screen for Department and Central Administrators (Should equal 6.0 &#8211; for FTE employees on a particular given document).<\/li>\n<li>The Read\/Update access via SSO has been implemented.\u00a0 Those Department\/Central administrators can now be given &#8220;Read-Only&#8221; access and will not be able to implement state changes of any document<\/li>\n<li>On Document screen, added a Payroll Detail Export button and the ability to get a spreadsheet of FULL payroll detail for the document<\/li>\n<li>Time and Effort can check the TrainTraq program to see if there is an outstanding training &#8211; if so, not allow user to access<\/li>\n<\/ol>\n<h2>Minor Feature Enhancements<\/h2>\n<ol>\n<li>Certification Period open date is now tracked (for future reporting needs of policy certification time)<\/li>\n<li>Documents that need to be confirmed will have a different color and will remain in the inbox for the certifier<\/li>\n<li>If document is re-opened, document needs to be confirmed again (if confirmation turned on)<\/li>\n<li>Removed the CANCELLED documents from the Dept\/Central administrators inbox<\/li>\n<li>Changed Policy\/Procedure URL web-links on main page to point to new Policy website<\/li>\n<li>If a Document is Certified or Cancelled, the Confirmation is set to automatically confirmed (even if user does not have the confirmation status turned on.\u00a0 Since it&#8217;s in a completed state, it&#8217;s just marked as confirmed (but not logged as a user).<\/li>\n<li>If a Document is Cancelled by the Central Administrators (only a Central Administrator can re-open it).<\/li>\n<\/ol>\n<p>Bug Fixes:<\/p>\n<ol>\n<li>Fixed rounding data\/type issues with total unit calculation<\/li>\n<li>Fixed the &#8220;Send to Inbox&#8221; button on Central Admin (wasn&#8217;t going away after pressing)<\/li>\n<li>Fixed the certified documents still showing up in the confirmed person&#8217;s inbox (after certified and before confirmed)<\/li>\n<li>Fixed the sort list on the employee Search &#8211;
