Version 3.3.2 of LeaveTraq is a minor release that includes two changes that impact ORP Retirees.
In a recent finding from a post-payment audit involving one of the members, it was the state comptroller’s opinion that a working ORP retiree should not be paid longevity pay. The A&M System will change this practice moving forward to conform with the comptroller’s interpretation with respect to ORP retirees as they should be treated the same as TRS working retirees. Therefore, revisions to System Regulation 31.01.04, Longevity and Hazardous Duty Pay and System Regulation 31.03.01, Vacation are required to conform with the comptroller’s interpretation with respect to ORP retirees.
Regarding vacation accrual and carry-over limits, the number of hours of annual leave allowed to roll from one fiscal year to the next will now be determined by the months working as a retiree. If you are in a position that accrues annual leave or you have a remaining balance you will be subject to the lower allowable rollover. However, your new carryover rates do not take effect until the end of the 2017 fiscal year. Therefore you have until August 31, 2017 to use the excess leave hours or they will roll into sick leave by September 1, 2017. Please ensure you determine your carry over rate based on your months of service as a working retiree.
